  125.     The ARRL files against an instant ham radio ticket and the Red
  126.  Cross asks hams for help.

  129.                  ARRL FILES AGAINST INSTANT LICENSE
  130.  
  131.     The ARRL said that it would challenge any move toward the 
  132.  creation of an instant ham radio license and it has now put its
  133.  words on paper and sent them off to the FCC.  This, in comments
  134.  opposing the commission generated proposal to grant immediate on
  135.  the air privileges to amateur examinees before a license is
  136.  issued by the Commission.
  137.     The League says that it stands by its previous statement in 
  138.  opposition to a petition for rule making that resulted in the
  139.  FCC's proposal, in PR Docket 93-267.  At that time, the ARRL said
  140.  in response to a petition by the Western Carolina Amateur Radio
  141.  Society VEC that such a system was both unlawful and a would be
  142.  detrimental to enforcement.  The League said that the FCC had,
  143.  as recently as 1987, denied such a concept and that the absence
  144.  of an up to date database of such temporary call signs would make
  145.  both self regulation by amateurs themselves and rules enforcement
  146.  by the Commission more difficult.  
  147.     The League now says that suggestions in the NPRM that
  148.  precedents for such a plan exist in other services are incorrect
  149.  and has reiterated its opinion that such a plan is inconsistent
  150.  with the international radio regulations.  Instead, the ARRL has
  151.  emphasized that electronic filing of applications with the FCC
  152.  would accomplish the same goal.  This, of reducing the wait to
  153.  get on the air, while maintaining total FCC oversight of
  154.  licensing. 
  155.     As we've reported, AMSAT North America is in full agreement
  156.  with the ARRL but the rival National Amateur Radio Association,
  157.  many VEC's and several prominent radio clubs have gone on the
  158.  record of favoring an instant licensing plan.  NARA and a number
  159.  of radio clubs say that in lieu of self assigned call signs, each
  160.  VEC should have a previously assigned block of calls that it can
  161.  issue on the spot.  Most of those in favor of instant licensing
  162.  are however demanding that the FCC include better safeguards
  163.  against bootlegging than are in the original commission proposal. 
  164.  The reply comment cutoff date for this proposal is February 10th. 
  165.  Look for a decision on this one fairly early.

  168.                 ARRL BOARD MEETING HELD RECENTLY
  169.  
  170.     A frigid Hartford, Connecticut was the scene for this years
  171.  first annual meeting of 1994 for the ARRL's Board of Directors.
  172.  The temperature was below freezing outside, but not so in the
  173.  meeting hall itself. 
  174.     Board members spent their meeting covering a variety of topics
  175.  affecting amateur radio.  A League committee will look into the
  176.  possibility of offering group legal defense insurance to league
  177.  members involved in lawsuits over antennas and rfi.  The league
  178.  wants to loosen some of the rules governing spread spectrum
  179.  techniques.  In fact the ARRL says it will file a petition for
  180.  rulemaking seeking to remove overly restrictive rules concerning
  181.  the use of spread spectrum communications.  Board members adopted
  182.  an interim report and band plan recommendation for amateur use
  183.  219 to 220 Mhz.  That one mhz slice has been proposed for limited
  184.  amateur use including packet communications.  And the first steps
  185.  may be starting to change the 40m novice subband.  A League
  186.  committee will consider possibly relocating that band.  The
  187.  committees report is due in July.  You will be getting a reminder
  188.  from League when your license is about to expire.  That new
  189.  practice will also include sending a 610 form to help encourage
  190.  amateur radio license renewal.  
  191.     A lot of what the ARRL board decided last week will definitely
  192.  affect your day to day ham radio operations for years to come.

  195.        LEAGUE AT THE NAT
  196.  
  197.     The ARRL is inviting Broadcast professionals and others to 
  198.  visit its booth at the annual convention of the National
  199.  Association of Broadcasters, to be held March 21st through the
  200.  24th at the Las Vegas Convention Center in Las Vegas, Nevada. 
  201.     The booth, manned by ARRL Public Information Manager Steve 
  202.  Mansfield, N1MZA, has in past years attracted several hundred 
  203.  amateurs and former amateurs.  Steve will be on hand to field
  204.  questions from those in broadcasting who are interested in
  205.  Amateur Radio.  The League will be in Booth number is 2703.

  208.                       RED CROSS NEEDS HAMS
  209.  
  210.     In the wake of the January 17th Northridge earthquake, the
  211.  Los Angeles chapter of the Red Cross says that it is in very
  212.  desperate need of hams to provide help on weekdays and weekday
  213.  evenings filling shifts in its quake relief shelters.  Weekdays
  214.  pose a real problem for the Red Cross as many of their volunteers
  215.  have regular jobs.  If you are coming to Los Angeles, have a two
  216.  meter hand-held and have at least six free hours, please call Jim
  217.  Prince at area code (213) 739-4510.  This Red Cross says that
  218.  this work is vital to those made homeless by the recent quakes,
  219.  so please consider donating some time.

  222.             WESTLINK REPORT NEWSLETTER ISSUE DELAYED

  225.     The Northridge earthquake has taken yet another toll.  This,
  226.  in the ability of a popular ham radio newsletter to get its next
  227.  edition in the mail. 
  228.     If you are a subscriber to the Westlink Report ham radio 
  229.  newsletter, you may be wondering where edition number 665 is.
  230.  While it is true that Publisher Burt Hicks, WB6MQV is looking to
  231.  sell the publication, that's not the reason for the delay in your
  232.  getting the latest work.  Hicks says that last weeks California
  233.  earthquake is to blame.
  234.  
  235.     "While I was sitting at the keyboard at 4:30 in the morning
  236.  when the quake hit.  It's only by the grace of God that I wasn't
  237.  killed as things came flying off the tops of bookcases and
  238.  speaker shelving.  The computer was hit and sent flying.  It took
  239.  me a couple of days to find it after unburying it.  Yes, the
  240.  issue will come out.  But, it is going to be a couple of weeks. 
  241.  My apologies to our readers."  Burt Hicks, WB6MQV, Editor of
  242.  Westlink Report.

  244.     While we had Burt on the phone we also asked why he has
  245.  decided to bow out of the ham radio publishing arena after
  246.  fourteen years.

  248.     "It has become quite a burden on us with my work schedule
  249.  shift at a Hollywood TV station.  I work all night five days a
  250.  week.  Then I have four children to keep me awake the rest of the
  251.  time.  It's becoming increasingly difficult, I don't know maybe
  252.  it is just old age.  I still love the newsletter, but at a
  253.  certain point your body can only handle so much."  Burt Hicks,
  254.  WB6MQV,  Editor of the Westlink Report.

  256.     Hicks says that he plans to continue publishing the Westlink
  257.  Report until a suitable buyer comes along.  He says that he will
  258.  only sell out to an individual or group that promises to uphold
  259.  the same commitment to moral and journalistic integrity started
  260.  by his predecessor Joe Schroeder, W9JUV, in his HR Report.  Hicks
  261.  adds that the next edition will soon be in the mail.

  264.                  THIS WEEK IN AMATEUR RADIO UPDATE
  265.  
  266.     A quick correction.  A few weeks ago we reported on the return
  267.  of This Week in Amateur Radio to the satellite bands.
  268.  Unfortunately we got the transponder wrong.  This Week in Amateur
  269.  Radio can be found on Galaxy 3 Transponder 17 with 5.8 MHz audio,
  270.  not on Transponder 19 as reported.

  273.                          NO DAYTON BUSSES
  274.  
  275.     If you are planning to attend the 1994 Dayton Hamvention,
  276.  better plan to drive your car out to the Hara Arena convention
  277.  venue.  This is because Hamvention planners have announced that
  278.  they will not be providing free bus service to hotels and motels
  279.  this year.
  280.     The problem is simply one of cost.  Dayton first began
  281.  providing the free bus service after land adjacent to the Hara
  282.  Arena was made off limits for parking.  Over the years, the cost
  283.  of providing the free bus service has soared until it topped the
  284.  ninety thousand dollar mark.  That's simply more than the
  285.  Hamvention can afford to pay.
  286.     But over the past twelve months, much of the old parking
  287.  adjacent to the Hara Arena became available once again.  Its now
  288.  privately owned, so there will be a nominal daily charge to be
  289.  decided by the owner of each lot. 
  290.     Getting the parking spaces back means that the Hamvention can
  291.  cut back this expensive transport service, Now it needs to
  292.  provide shuttles only to outlying parking facilities such as the
  293.  Salem Mall.  According to Hamvention General Chairman Dave Grubb,
  294.  KC8CF, this will be a savings of over forty-five thousand
  295.  dollars.  Money that can better be spent on improving other
  296.  aspects of this yearly event.
  297.     Grubb adds that the Hamvention Planning Committee is also
  298.  working with the Dayton Chamber of Commerce and the city's
  299.  Convention and Visitors bureau.  This, to see if either will help
  300.  to underwrite the cost of running busses from the various hotels.
  301.  In lieu of that, the Hamvention is also trying to get the hotels
  302.  and motels to provide this service for their guests.
  303.     The bottom line is that a few out of town visitors who fly to 
  304.  Dayton for the Hamvention may be inconvenienced by this change,
  305.  but the enhanced on-site parking may make things a lot easier for
  306.  the vast majority of Hamvention attendees who drive.

  311.      Tucson Amateur Packet Radio better known as TAPR has
  312.  scheduled its annual meeting for March 4th to 6th at the Best
  313.  Western Inn at the Airport in Tucson.  The meeting will feature
  314.  presentations and papers on several new hardware projects,
  315.  discussions, and hands-on demonstrations.  The afternoon session
  316.  on Saturday will feature a mini-symposium on future directions in
  317.  amateur packet radio.  For more information contact Program

  326.     In DX, the ARRL says that its members in 1993 sent about 7
  327.  and a quarter tons of QSL cards to the ARRL Outgoing QSL Bureau,
  328.  and the Bureau shipped them out.  This was a total 2,182,000
  329.  cards for DX destinations.
  330.     The US Incoming QSL Bureau's volunteers sorted just over two 
  331.  million cards in 1993, as well.

  336.     Cards for the 9D0RR operation should be sent to Edward
  337.  Kritsky, Box 715, Brooklyn, New York 11230.  The former address

  340.  cards.  All other cards for Romeo still go to the Box 766

  344.                            VIDEO WINNER
  345.  
  346.     Emmy award winning producer Rich Moseson, NW2L has won yet 
  347.  another honor.  The ARRL reports that his video titled Ham 
  348.  Radio Horizons was a finalist in the New York Festivals
  349.  International Non-Broadcast Media competition for 1993.  The
  350.  awards were presented January 14th in New York City.
  351.     The 49-minute program introducing non-hams to Amateur Radio is
  352.  part of the CQ Communications video library, which also includes
  353.  videos on satellite operation, DXing, contests, and packet radio.
  354.  Executive producer Rich Moseson is also ARRL Section Manager for
  355.  Northern New Jersey.

  405. Does anyone have a cure for blowing the front end RF diodes in the Yaesu
  406. FT757GX. In 1985 I had a problem with FM distortion on this radio and sent
  407. it back to the factory for repair. They in turn replaced diodes D3, D13, D15,
  408. and D19 on the RF unit. Fortunately that cured my problem until July of 
  409. 1993.  This time the entire front end went out whereby the transmitter 
  410. worked but the receiver went dead. I had audio but no signal output. 
  411.  
  412. Again I shipped it back to Yaesu and this time they replaced 20 1SS83 
  413. RF front end diodes in the unit. Unfortunately this repair only lasted 
  414. 6 months. 
  415.  
  416. According to the now defunct Fox-Tango Newsletter this problem first 
  417. surfaced in 1985. At that time it was discovered that losing one diode
  418. caused the FM distortion; losing ten or more caused no reception at 
  419. all (my problem). The suggested cure was to replace the ISS97 diodes
  420. with 1SS83 for improved performance and reliability. Apparently 
  421. that is what Yaesu did, but six months is hardly very reliable.

  423. Has any one else run into this problem and if so what was your cure?
  424. Any help would be appreciated.

  454. Do Amateur Radio (and Yourself) a Favor
  455. Help protect your privileges for the future: Make Amateur Radio National 
  456. Policy. Here's how !

  460. Make this your New Year' s Resolution Number One: Write a letter NOW to your 
  461. representative and senators asking them to sign on to a bill that would make 
  462. Amateur Radio a congressionally recognized, national resource. This measure, 
  463. if passed, would recognize amateurs' efforts in emergency communications, 
  464. support us as "national policy" and would call for regulations that 
  465. "facilitate" Amateur Radio operation as a "public benefit." This is not a 
  466. "motherhood and apple pie" motion. There is real substance here, with 
  467. significant, tangible benefits for Amateur Radio. (For the complete text of 
  468. the joint resolution, see July 1993 QST, page 74, or write to ARRL HQ for a 
  469. copy.)
  470. There's only one way it will happen: if you make it happen. Here's the story 
  471. of Senate Joint Resolution 90/House Joint Resolution 199, and how you need to 
  472. be a part of it.

  474. Q. What's the big deal? Why is it so important?
  475.  
  476. A. To put it bluntly, the new law as proposed would be a big arrow in our 
  477. quiver for use in our constant battle against interests that would seek to 
  478. take our spectrum away, or otherwise limit our operating ability. This measure 
  479. affects all of usQnot just a single special-interest group within our hobbyQ
  480. who need access to the radio frequency spectrum, the protection of which 
  481. should be our number one priority. You don' t believe there' s a threat? Just 
  482. look at the loss of 220222 MHz a few years ago. More challenges will follow.
  483. The proposed law would also be useful, literally, in our own backyards, when 
  484. it comes time to put up our towers and operate our stations. Having a copy in

  514. A. Two identical versions of the bill are presently in Congress: Senate Joint 
  515. Resolution 90 was introduced in the Senate on May 7, 1993 by Sen Charles Robb 
  516. (D-VA); the House version is House Joint Resolution 199, presented by Reps 
  517. Mike Kreidler (D-WA) and Jim Cooper (D-TN) with 13 initial cosponsors. If we 
  518. don't get enough cosponsors, the bill may die this year.

  522. A. It means that these elected representativesQthe same ones who debate NAFTA, 
  523. the national debt, and foreign policy in war-torn corners of the globeQ felt 
  524. strongly enough about Amateur Radio to propose to their colleagues a 
  525. resolution commending amateurs and establishing Amateur Radio as a national 
  526. resource, much like they do for National Parks!

  534. A. We have as cosponsors 124 representatives and 22 senators. Not bad, but 
  535. we've got a long way to go. Remember, we are aiming for 50 senators, and 218 
  536. or more representatives.

  538. Q. What can I do to help get this passed?

  540. A. It's as easy as 1-2-3:

  542. (1) Check the list of senators and representatives in the sidebar.
  543. (2) If your senators and/or representatives are NOT on the list, please send 
  544. them a letter asking for support as a cosponsor. Explain that Amateur Radio is 
  545. a noncommercial radio service of volunteers who step in to provide 
  546. communications to the public in emergencies and contribute to the advancement 
  547. of technology through our tradition of experimentation. Give some examples 
  548. from your state, such as that tornado that ripped through your town, or the 
  549. floods that swamped neighboring farmland. If you can't come up with a local 
  550. example tell them how much hams helped out in the recent flood in the Midwest 
  551. (see December 1993 QST, page 21, and quote some of those stirring words from 
  552. the hams who helped out). If you can't send a letter, send your QSL card, 
  553. annotated on the back along these lines.

  903. individual and he shows no remourse over his flagrant admission of illegal
  904. activities. Prejudging is to assume that this came out of the blue ... Dom has
